Abstract
The development of information technology has accelerated the transformation of public services in government institutions, including archives and library services. This literature review examines the implementation of Digital Library as a public service innovation in the Archives and Library Office of West Nusa Tenggara Province. Using a descriptive qualitative literature approach, the study synthesizes findings from relevant journal articles, institutional reports, and policy documents to identify the benefits, challenges, and strategic implications of Digital Library implementation. The results indicate that Digital Library improves public access to information, expands service reach beyond physical library boundaries, and supports literacy enhancement through digital collections that can be accessed more flexibly by users. In addition, the system contributes to service efficiency by reducing dependence on direct visits and by simplifying information retrieval for the public. However, implementation is still constrained by limited digital collections, infrastructure readiness, and the need for continuous budget support and human resource capacity building. Therefore, strengthening content digitization, improving technological infrastructure, and developing sustainable institutional commitment are essential to optimize Digital Library as a modern public service platform.
