Government Goods/Services Procurement (PBJ) is a strategic instrument in state financial management and national development due to its substantial budget value and its role in encouraging government spending efficiency, utilization of domestic products, empowerment of Micro, Small, and Cooperative Enterprises (UMK-K), and improvement of public service quality. However, the substantial value and strategic nature of the procurement sector are also accompanied by various problems, including procurement process fragmentation, data integration needs, limited supervisory effectiveness, and high corruption risks reaching 97 percent in ministries/agencies and 99 percent in local governments based on the KPK's 2024 Integrity Assessment Survey. These conditions create the need for institutional strengthening of the Government Goods/Services Procurement Policy Agency (LKPP) in order to realize more effective, efficient, transparent, and integrity-based procurement governance, which has become increasingly prominent along with the government's 2026 plan to elevate LKPP's status to a Government Procurement Agency. This research employs normative legal research methods with statute approach, conceptual approach, and institutional approach. The analysis is conducted on the legal framework of LKPP and Government Goods/Services Procurement, the development of national procurement policies, and the need for institutional reconstruction of LKPP towards a Government Procurement Agency. The results show that strengthening LKPP cannot be accomplished merely through changing institutional nomenclature, but requires reconstruction of functions, authorities, system integration, and strengthening of supervisory mechanisms. This reconstruction needs to be directed toward an Integrated Procurement Governance model that integrates five main pillars: policy governance, integrated procurement data, procurement consolidation, risk-based control, and outcome-based evaluation. This model is placed within a clear institutional relationship framework with measurable division of authority and oversight. This research concludes that the transformation of LKPP into a Government Procurement Agency must be understood as a governance transformation, not merely a nomenclature change, which requires strengthening policy authority, standardization, consolidation, monitoring and evaluation, and risk-based control within an integrated national procurement ecosystem. This model is expected to strengthen the effectiveness and efficiency of government spending while simultaneously enhancing the transparency, accountability, and integrity of Government Goods/Services Procurement.
